you should be charged less..but *most* shops charge by the hour/half hour rather then the minute.
i think...if you take it somewhere and ask if they can compress the spring and mount the mounting plate for you...it would cost you a half hours...

incase you are worried...it isnt a serious problem.....unless you accidently fucked up your engine in the process in taking your intake on and off....
