Well, most cars use a thermal blinker circuit for the signaling so when the resistance load in the system is reduced(LED bulb) or missing(burnt bulb), all(or remaining) bulbs will flash much faster to compensate for the extra power running through the circuit. A thermal blinker uses a bi-metallic element, which responds to heat. It takes advantage of the fact that heating an object makes it expand, and that different materials expand at different rates. Of course, you can always buy a thermal circuit that blinks faster naturally even when you have the normal required load in the system. I wouldn't recommend that though since it's considered ricy and attracts the cops.

the 9th gen aftermarket LED taillights are only the brake lights, the signals and reverse retains the standard incandescent bulb.
