    Wheels and lights??

My first question is are 205/17/40s good on a 2000 prizm and also what is the deal with offsets and why would it matter on my car. 2nd question is if anybody knows about Nokya Arctic white lights and if the 9006xs would fit. if it doesnt fit then tell me either way what I should do....also what can I expect from 17s instead of factory wheels as far as suspension and performance. thanks for any advice.

you should really do a search.
however, that is the right tire size for 17" wheels. offset matters because it is the distance between the center of the wheel and the hub. if your offset is not high enough (for you it should be at least +43mm, but +47mm is the recommended offset for plus size wheels on your car) then the wheel will stick out too much and your tires will rub against the fender.
