it's funny that most people in asia puts up their wiper when the car is parked (like the 1st pic you have). i do that myself when my car is parked for a long time.

i can see the point in the winter time but wtf does it do now?

its probably some kids playing around, haha

winter time = it prevents your blade from sticking to the glass
summer/any other time = it helps your blade last longer. you ever notice that the rubber gets flatten against the glass after a while? leaving your wipers up prevent this, specially during the hot summer months. in asia, drivers usually leave their wipers up when car is parked so the blades last longer.

also... leaving the blades down for long periods of time during hot weather will make the rubber stick to the glass
