OEM foglight install on 02 corolla LE

Well sorry if this has been asked before but had a question before I go buy a hatnes manual and spend the time to figure out why they arn't working. Got the oem switch, foglights and new relay installed everything and no lights. There is no power to the lights themselves at the bumper and I have power at the fuse. The relay doesn't click like it should so somewhere underdash I'm losing power.

Has anyone had this problem with their install if so I wouldn't mind the advise.

The switch and relay are brand new from toyota and the foglights where purchased from TAP recycling so everything in good shape or new. I even went and bought new bulbs. If their is something I need to add that isn't their from factory lmk. Has the oem harness up front in bumper at lights but if their is something I am missing.

Is their something not hooked up that I need to run or just a wiring issue if anyone knows? Everything is plugged in but still no power. Wondering if some wiring under dash is needed.
