If HIDs are illegal, why are they still for sale?

    If HID's are illegal, why are they still for sale?

    I can't figure this out. I was looking at the Sylvania Xenarc Kit and they claim it complies with FMVSS108. How is this possible? Does their company's products classify as OEM?

    The Xenarc is not a rebased HID headlamp kit. In Xenarc modules/headlamps the reflector is specifically designed for HID. Xenarc uses a true D2R/D2S capsule, not a rebased capsule.
