hard to spin wheel (on a lift)

Alright. Ever since I got my rear disk brake swap, my driver side rear tire is hard to spin when it is on a lift. I can spin it but it requires A LOT more effort than the other three wheels. The mechanic said that eventually it'll be loosened and will spin freely like the other three wheels.

That was about 8,000 miles ago.

About 2 weeks ago, I had my wheels aligned (different shop) and I tried to spin the same wheel. It's still tough to spin it. I asked this mechanic working on the alignment and it said it may be because of the emergency brake but since i was in a dire hurry, i told him that there wasn't time to check it right now.

Can anyone help me or have some kind of idea about my problem?

Check the wheels bearings! and replace if necessary also check the tension on the emergency brake
