The bumper has to be taken off, but the wheel does not. My car has stock springs and wheels and for the first side i jacked it up to get access to the screws, but once i got the other side i realized that there was enough room and didn't need to do anything. The bumper is really easy to get off, and if a 17 year old that knows nothing about cars can do it, you can.

i lowered the bumper just enough to reach the bolt, but it fell the rest of the way to the ground on its own :)

really not that hard. no jack, no wheel removal. spun the steering wheel to the left and went to work.

dont even have to remove the retainers on the wheel well covers. they can be peeled away to gain access to the rear most bumper bolt.

the scariest thing for me was pulling the bumper off once the fasteners were removed.... didn't want to break anything.

its a lot easier to just take off the entire front bumper. no wheel removal or jacking at all. we did it taking off the entire bumper, and pulling down the bumper just enough to reach the bolt. the entire removal was a lot easier.
