99 Corolla CE does not start in park

Hello everyone: When I put my shifter in park my car won't start(no sound) and sometimes I am unable to shift in other modes because my shifter is locked in park mode. I have to unlock it manually by pushing in the unlocking tab in the console"I did this by reading the instructions in the owners manual" Is this a common problem for this car and did Toyota issued a recall for this annoying problem. My car is a 1999 Toyota CE with automatic transmission, approx 42,000 km. Thank you
