call your local PD, dude...i don't know what Va's laws are. i know in MD, unless they're a dealer option, they're almost always considered illegal...though there are specifics to it, as well(can't have the bumper be lower than x inches, can't have the bumper be raised higher x inches for trucks/jeeps).

Even if you call the police department, sometimes they won't know. Goto your states government website and look at the laws for yourself.

it depends, again, on your state. some say bumper, some say bottom of the license plate...others say headlights.

Depends on where you take your car. Some people have passed inspections - some failed. Currently - as the law stands in VA - they look at bumper heights (9"-22") from the bottom of the bumper to be legal. Vehicle modifactions of any type are also supposed to be illegal - but people still do it and most techs are cool. Unless you drop your ride to the ground - you probably won't have a problem. I've passed all inspections at the dealer and at a local garage - running TRD springs ~ 1.25"-1.75" drop with 16" wheels.

They measure the bumper, not the bumper cover.

You could have a case where a lowered car will submarine under a higher vehicle (SUV) in a frontal impact. They try to enforce the bumper heights so that when two vehicles collide - there is a chance that the bumper/energy absorber/frame rail/etc will engage the other vehicle (safer impact) - not ride up or under the other vehicle.

Use the Search feature for that last question. It's been covered in depth in other threads.
