    Need your help again.

good day guys. i found a 1992 eclipse gs worth $500. i have not seen any pics yet so i have no idea how it looks like.
the good: he claims the engine runs good, it starts for the first time, cluch and tranny is good.
the problem: it does not go above 35mph and 3500rpm. he says that there are no check engine lights on.

so what could be the problem. i mean it couldnt possibly be a safety thing >.>; i really have no problem with it not going above 35mph because going to school i just use sidestreets and limit is 45. i want to know what is wrong and can it be driven even with this defect.
