Unbelievable! Yes, I understand that in an emergency and going on instinct - but come on, can't tell the difference between a fire extinguisher and a large pepper spray canister.

Could be an layout issue in the squad car or training issue with the officers/patrolmen. In those type of situations, you expect that they are trained to handle those stressful situations. Then again, she is human and we apt to make mistakes.

As for the guy that set himself on fire - well, IMO it is pretty stupid to kill yourself rather than man-up and fix yourself and the situation you are in. Depending on what he had mentally (schizophrenia, bipolar, etc.) maybe this was the only option he saw.

Officers that can't distinguish the difference between a fire extinguisher and pepper spray? Officers that can't shift a runaway car into neutral? What's wrong with the police these days?
