Mysterious empty wiring harness under hood release...

I just noticed a wiring harness plug under my hood release lever (inside the car 04 le). It has wires going to it and is fastened below the release, not up under the dash. It looks like it is for something to plug into. Anybody know what this is? Is it something for adding fog lights? Mine doesn't have them.

My LE doesn't have a security alarm. (or was that a guess at what it would be for if it was added?)

My guess is that it's for a remote diagnostics tool.

Thats what the dealer or mechanic plugs into when you take your car in if it has a problem. Just like the others said, its for diagnostics.

What would a plug for the fog lights be doing under the hood release and sticking out of the dash for?

I didn't even think of that being used for diagnostics...that makes sense now. As far as thinking it was for fog lights, I thought maybe it was a plug for a switch to be added, since from what I've read, the jacks and wiring are supposed to be already in place on the outside, for the lights. I don't have fog lights on mine.
