PY21W signal bulbs are 1157 model. so you may have to change the harass or sth and get it fit into the front headlights.
why not just get the new Sylvania Silver Star 3157 signal bulbs
    http://www.sylvania.com/auto/sssignal.htm
or the chrome bulbs from ebay and you will get similar results

SIlverStar 3157 has blue tint, which I don't like at all.
The ones on eBay looks nice, but the visible light is dimmer than the stock yellow bulbs.

That's why I want to do a conversion, because the Philips bulb is silver and still very bright!!

Seems like too much work for such a small increase in light output. I bought a set of chromed 3157's from lightlens.com and I've been happy.

They were inexpensive and arrived 3 days after I placed my order.

If you're looking to convert, a 3157 to an 1157, I would just try to convert to an LED directional (signal bulb) setup. The LED's will be 2x as bright as the Phillips bulb... Here's a picture of the chromed 3157 bulb from lightlens from an earlier post and they're still on my car!

Nice. They are $19 a set right? I'll give them a try.

I tried LED. I don't think they are good, not safe either. It's only directional so you can only see the light from the front.
