either a clip is broken or there is a bolt that is supposed to hold the corner of the bumper onto the qt. panel in which keeps it from popping out, check the underside of the wheel well and see what is causing it to do that

the thing is while the rst was being taken care of in that area, the guy kinda grinded off a lil too much, would something like a 3M tape or something of that sort work?

I see that all around my area. I think its a common problem for something there to break bc alot of the prizms like that have dangling bumpers. Its usually from rust though./

Go to an auto shop like auto zone or shucks, and pick up this stuff called, Perma Oxy, its a general epoxy glue that sticks like crazy. it comes in a needle shot form package in 2 different containers, once you mix and stir the 2 liquids it will hold forever, (i used this for my head lights) its perfect for your bumper because it will not crack under vibration, its meant to withstand that.

By the way from your pic i can see different rims than the ones in your sig, what happened?

i know what youre talkin bout, its JB weld or whatever, same thing
    http://www.jbweld.net/products/jbweld.php

I actually have this at home but the thing is what if i need to get the bumper off or i get rear ended or something, im gonna have to tear apart the whole thing from there which is gonna cause more damage. Im really thinking of doing that double sided tape thing. I took it to a local shop and theyre like nope cant do nothing with that and hes like trust me, you really cant since there is nothing to mount on from the inside. The guy whom i took it to grinded all that out since he was takin care of the rust, oh well, i have these 2 options so well see

my stocks are back on, im in winter mode lol
