    rev limiter??

I have a couple of questions on my 1996 1.6L
First of all what is the rev limiter set to from the factory?
Second my rev limiter is hiting a little less than 4 grand.
What could be wrong? This is very annoying when your trying to accelerate fast sometimes.
I just replaced my distributor and still nothing. Same as it was. There is no check engine light either. What could be wrong?
