adding another digit means updating all the computer database systems (dealers, oil lubes, DMV, junkyards, etc.) with new software. I would like to think that in 10 years they'd want to upgrade the software anyway, but it definetely rises concern at the moment since we can't handle extra digits just yet. You would think that if they knew the current system would run out of numbers in 30 years they would have made it longer a long time ago?
