He said its mainly young men in the hip-hop culture. WTF?! So if they pass this and you're caught. thats six months in jail and a 500.00 fine. Residents are saying that the mayor is targeting blacks. he says that white people do the same.

indecent exposure, I've seen things i wish i have never seen at the beach, obviously he does not know that people are different and as stated above let them look like idiots if they choose to. Or better yet go to the European Beaches there is even more "revealing" stuff there. Even on other areas that are not beach related its bound to happen somewhere.
