¿Enable HTML code?

I've looked all over the place and am apparently missing the place where I can enable html code. ¿help? please......

its disabled on the board for security issues. your not gunna get it turned on though. what do you need it for?

hmmm I was wonderin if I could have the image postin thing turned on too for when I want to post images so I don't have to be coypin and pastin hyperlinks from photobucket I'm tired of that so if I could please have that option, thanks.
