I dont think it is, but im no doctor... that part of the tattoo is on the side of my knee where the skin bends on top of each other when i bend my knee, if it is, should i take it to doc, or just treat at home with disinfectants and bandages?

is is oozing, if so stop picking at it, hehe. I would just keep up the treatments on it if you get worried about it put on some neosporin (SP?) and if it gets worse go see a doc about it

The signs of infection are redness, swelling, and heat production (there might be another, but I can't remember now). Does it feel warm?

Also, give me some more info. Did you recently have this done? or did it just turn red? Definitely put some Neosporen on, it won't hurt and it will moisturize/protect because it has the same stuff that Vasoline has.

its a little sore, the tattoo is about a week and a half old, i have been disinfecting it and putting neosporin on it the bast couple of days, it does not feel hot to the touch nor does it cause any discomfort aside from when i bend my knee in jeans.

Did you just get it recently? Skin looks pretty dry. Homemade or professionally done?

yeah, mine did that when i scratched part of it by mistake. if you're really concerned i'd ask the artist what (s)he thinks, otherwise let it heal. by this point you should either be dry healing or using plain, unscented lotion on it.
